我国经济体制由基础性经济体制、政府、行业性体制三个层面组成。基础性经济体制决定了我国经济体制改革的基本环境,政府在经济体制改革中处于核心地位,行业性改革是我国当前经济体制改革的主体。在我国经济体制改革当前阶段,不同层面体制改革的失衡阻碍了我国经济体制改革的进一步深化:基础性经济体制改革处于滞后状态,政府主导作用弱化;行业体制改革发生扭曲。因此,应该加强经济体制改革的协调性,具体对策为:进行总体设计和部署,加快基础性经济体制建设,充分发挥政府在改革中的主导作用;增进行业体制改革的配套和协调。
China’s economic system consists of three levels: basic economic system, government and industrial system. The basic economic system determines the basic environment for the reform of the economic system in our country. The government is at the core of the reform of the economic system. The industrial reform is the main body of the current economic reform in our country. In the current stage of our country’s economic system reform, the unbalance of the system reform at different levels has hindered the further deepening of China’s economic system reform: the reform of the basic economic system lags behind, the leading role of the government is weakened, and the system reform of the industry is distorted. Therefore, we should strengthen the coordination of the reform of the economic system. The specific measures should be to conduct overall design and deployment, speed up the building of a basic economic system, give full play to the leading role of the government in the reform, and improve the matching and coordination of the industrial system reform.
