劳动是现代公民社会生活的重要组成部分,社保卡的社会性和保障性,就是要通过劳动管理的信息化,再延伸到社会保障及其他领域,以就业和劳动的信息化管理为突破口,用小小的社保卡联结劳动者、用人单位和政府部门,实现持卡人便利、用人单位减负、政府部门增效的三赢目标。
