当前及今后一段时期,以公共服务为核心的公共品供给机制的改革创新将成为供给侧结构性改革的重要内容。本文在研究政府购买服务内涵及理论依据的基础上,对山东省政府购买服务运行现状和存在问题进行了深入分析,同时借鉴国内外的先进实践经验,提出了构建科学规范、运行高效、可持续发展的政府购买公共服务运行机制,为推进山东省政府购买服务改革提供有益借鉴。
At present and for some time to come, the reform and innovation of public goods supply mechanism with public service at the core will become an important part of the supply-side structural reform. Based on the study of the connotation and theoretical basis of government procurement service, this paper deeply analyzes the status quo and existing problems of government procurement service in Shandong Province.
