1956年苏联石油工业部拟订了整顿工业企业生产污水排入河流的措施。石油部曾组成设计院和科学院的专家工作组,来拟定设计石油炼厂给水和排水的规程,以尽量减少放入河流中去的污水量和更好的处理必须放入河流中去的污水。工作组所拟订的,并为苏联石油部1956年8月16日批准的规程,是以如下方针为基础的:1.尽量减少新建和改建工厂排入河流中的污水量,其方法是:a)设立大型循环给水系统。b)设立水的重复利用(连续的)系统。
In 1956, the Soviet Ministry of Petroleum Industry formulated a measure to rectify the discharge of industrial wastewater into rivers by industrial enterprises. The Ministry of Oil has formed a working group of experts from Design Institutes and Academies of Sciences to formulate rules for the design of water and drainage in petroleum refineries to minimize the volume of water that goes into rivers and to better treat the wastewater that must be placed in rivers. The protocol developed by the Working Group and approved by the Soviet Ministry of Oil on August 16, 1956, is based on the following guidelines: 1. Minimize the amount of wastewater discharged into rivers by new and retrofitted plants by: a Set up a large circulating water system. b) Set up a water reuse (continuous) system.
