在发展新党员入党的过程中如果有了漏洞,怎样对发展其入党者进行约束?解决好这个问题,对提高发展党员工作质量,有着十分重要的作用。因此,建立发展党员责任追究制的问题应当尽快提上议事日程。笔者认为,应追究的责任大体有三种类型:一是显性的故意责任。系指故意不按规定的程序和方法行事。包括故意违反《党章》和《中国共产党农村基层组织工作条例》以及地方党组织有关具体规定等。责任主体是对实施发展党员程序的党委、党支部或组织部门相关责任人。二是隐性的故意责任。系指操作中有不正当
