近两年来,通过治理经济环境,整顿经济秩序,压缩基建投资规模,缩小了供求缺口,缓解了供求矛盾,双轨差距开始缩小。人们普遍认为,现在是二轨合一的天赐良机。事实上有些产品已经并轨,如水泥、橡胶产品等。但也应该看到,这种缓解还只是部分的、相对的,我国原材料紧张、供求矛盾尖锐的状况将长期存在。因此八五期间二轨合一、不会一蹴而就,只能是逐步的和部分的。
In the past two years, by governing the economic environment, rectifying the economic order, reducing the scale of infrastructure investment, narrowing the supply and demand gap, alleviating the contradiction between supply and demand, the dual-track gap has started to shrink. It is widely believed that it is now a heaven-sent opportunity for the two-track approach. In fact, some products have been combined, such as cement and rubber products. However, it should also be noted that this kind of relief is only partial and relative. The situation of the shortage of raw materials in China and the sharp contradiction between supply and demand will persist for a long time. Therefore, the integration of the two tracks during the 8th Five-Year Plan period will not be achieved overnight. It can only be gradual and partial.
