改革是一把双刃剑,老工业基地辽宁和其他省市一样,也面临着经济转型过程中所不可避免的诸多问题,昔日辽宁引以自豪的占全国比例最高的国有企业,如今在实行市场经济的过程中给辽宁省带来了一个比其他所有省市都要严重得多的社会问题:不容忽视的下岗工人。 据统计,1994年,辽宁省867万企业职工中有160万下岗。也就是在这一年,一项声势浩大,由各方面参与的帮助下岗及失业工人的行动——再就业工程在辽宁省拉开了序幕。
The reform is a double-edged sword. The old industrial base, like other provinces and cities, is also faced with many problems that are inevitable during the process of economic transformation. The former state-owned enterprises with the highest proportion of the country that Liaoning boasts are now implementing the market. The economic process has brought a much more serious social problem to Liaoning Province than all other provinces and cities: laid-off workers cannot be ignored. According to statistics, 1.6 million employees of the 8.67 million enterprises in Liaoning Province were laid off in 1994. That is, in this year, a large-scale, re-employment project initiated by all parties involved in helping laid-off and unemployed workers started in Liaoning Province.
