背景:近日,广西自治区人力资源和社会保障厅印发通知,明确我区以货币平均工资增长率8%作为企业工资增长的基准线,上线(预警线)为12%,下线为2%。该指导线属于建议性质,不具强制性,可作为工资集体协商的参考。(9月17日《南国早报》)工资指导线制度是市场经济体制下,政府每年制定发布,对企业工资分配进行宏观指导的一种手段。
Background: Recently, the Guangxi Provincial Department of Human Resources and Social Security issued a circular to clarify that the district's benchmark wage growth rate is 8% of the average wage growth rate in the region, with 12% on-line (early warning) and 2% off the assembly line. The guideline is suggestive in nature and not mandatory. It can be used as a reference for wage collective bargaining. (Nanfang Zaobao, September 17) The wage guideline system is a means for the government to make an annual publication and give a macro-level guidance to the distribution of wages of enterprises under the market economic system.
