昆明市警備司令部為嚴禁擅自製造軍徽及隨便佩帶軍徽,特發佈警字第三號佈告,全文如下:一、中央頒發之軍徵是代表我人民解放軍野戰軍之無上光榮與威嚴,並規定只限於我人民解放軍之正式軍入佩帶(野戰軍部隊及各級軍事機關、軍事學校之指戰員、工作人員、學員):未取得正規軍籍之一切人員,概不准佩帶。二、查本市竟有投機商人擅自製造軍徽到處出售,而非正式軍人亦多任意佩帶:此種漫無限制之畢動,不惟紊亂軍制規定,且流弊所及每每發
