生态文明是人类社会发展的崭新阶段,也是21世纪中国的宏伟目标。在全国工业化、城镇化的进程中,如何推动工业生产与资源环境的耦合协调,是当前生态文明建设的重要任务。构建两者耦合协调评价指标体系和耦合协调度模型,分析2000—2013年东营市耦合协调度的动态演化,并把耦合协调度分为低度协调、中度协调、高度协调以及极度协调4个阶段。根据分析可知:在这期间,从总体上看,东营市工业生产与资源环境综合发展水平呈稳定上升态势,工业生产与资源环境的耦合协调程度得到较大提高;2002年,东营市工业生产与资源环境的综合发展水平最低,处于“凹”型发展阶段的过渡阶段,耦合协调程度处于低度协调阶段;之后,受到环境承载力、区位条件的影响,工业生产与资源环境的综合水平变化趋于平稳,耦合协调程度升入高度协调阶段。

Constructing the evaluation index system and the coupling coordination model of the two, and analyzing the dynamic evolution of the coupling coordination degree in Dongying City from 2000 to 2013, the coupling coordination degree is divided into low coordination, moderate coordination, high coordination and extreme coordination stage. According to the analysis, we can see that during this period, the overall level of industrial production and resources and environment in Dongying City has been on a steady rise and the degree of coupling and coordination between industrial production and resources and environment has been greatly improved. In 2002, The level of comprehensive development of resources and environment is the lowest, which is in the transitional stage of development stage of “concave” type and the degree of coupling and coordination is in low coordination stage. Afterwards, affected by environmental carrying capacity and location conditions, the comprehensive level of industrial production and resources and environment The changes tend to be stable, and the degree of coupling and coordination has risen to a high degree of coordination.
