Three thousand years ago， Lord Wu recruited a troop to fight against the cruel Emperor Zhou of Shang. He defeated them and founded the Zhou Dynasty. In order to reward people having made contributions， he conferred them with dukedoms and lands. His brother Ji Dan was given the title as the Duke of Lu to govern the area of Qufu. His chief strategiest Jiang Shang was given a coastal area as the Duke of Qi.
After Emperor Wu died， his son， who was still very young， took the throne. As the new emperor’s uncle， Ji Dan went to the capital city and served as the reagent. His son Qin Bo succeeded his dukedom to govern the State of Lu.
Qin Bo did not report to Ji Dan about the governance of Lu until three years after his appointment. Ji Dan asked him what took him so long. He answered： “I had to change local people’s customs and teach them about the rites. It cost me three years. That’s why I am late.”
In comparison， Jiang Shang could report to Ji Dan about his work in the State of Qi in three months. Ji Dan asked him what made him so fast. Jiang Shang answered： “I reduced the unnecessary formalities and rites among men and follow local customs.”
Ji Dan praised： “The State of Lu will be outshone by the State of Qi very soon. The complicated formalities and excessive rites wasted a lot of time and alienated the rulers from the masses， who were unwilling to contribute to the development.”
