湖北省浠水县汪岗镇是一个拥有农业人口近3万人的行政建制镇。1999年全镇村级债权总额为1320.3万元,村级债务总额为2542.8万元,22个村平均负债115.6万元。村级集体经济由于长期负债运行,农民负担加重,导致干群关系、党群关系紧张,严重制约了农村经济健康发展,也影响了农村基层政权和社会稳定。为了消化日益严重的债务负担,2000年9月浠水县县委、县政府成立化债减负工作专班,抽调精干力量,派人进驻汪岗镇,坚持与农民同吃、同住、同商量,经过近两个月的努力,全镇减债516.2万元,使全镇村级债务总额由2542.8万元下降为2026.6万元,下
