各行政公署,各市、县人民政府,省政府各直属单位:为加快国有企业改革和发展,推动工业结构的战略性调整,特制定以下政策:一、坚持择优扶强、分级负责的原则,选择一批经济效益好、产品有市场、科技含量高、技改任务重的地方国有骨干企业,给予重点扶持。“九五”期间,将其增值税的地方分成部分和实际上缴的所得税,采取先征后退的办法全部返还企业,用于技术改造和新产品开发。省扶持的重点骨干企业名单由省经贸委、财政厅共同提出,报省政府批准。各地市也要选择一批有发展后劲的重点骨干企业,比照省里的政策给予扶持。
