In 2001, Dagang District of Tianjin entered the new curriculum as the first national-level curriculum reform experimental zone. In order to promote the reform of the curriculum, Dagang District Bureau of Education clearly put forward “cohesion class, low negative and efficient, 45 minutes to quality”
