首次“配额”管理商务部联手发改委、海关总署、质检总局、国家认监委发出通知,决定从2007年3月1日起,对汽车整车产品(包括乘用车、商用车、底盘及成套散件)实行出口许可证管理。这是国家首次对汽车出口实施类似“配额”制度的管理。其实之所以采取上述措施,主要目的是规范汽车出口秩序,转变出口增长方式,提高出口增长质量和效益,促进汽车产业健康发展。从2007年3月1日起,国内一大批资质差的汽车出口企业将被淘汰出局。
