国家领土完整是国家安全利益的基本要素,我们应扩大国家领土安全的空间视野。我国不仅有宽广的陆地国土,而且有6000多个岛屿和数百万平方公里的辽阔海洋国土,面对这块下个世纪我国人民赖以生存的物质基础,我们必须从现在起就要加强对全民进行海洋经济观、海洋权益观、海洋国土观等海洋意识的培养和教育。此外,更重要的是有关部门应及早确定我国海洋发展战略。
The territorial integrity of a country is an essential element of national security interests. We should expand the space vision of national territorial security. In the face of this material foundation upon which our people depend for survival in the next century, we must step up our efforts to strengthen the control of our country on the basis of not only a vast land possession but also over 6,000 islands and millions of square kilometers of vast marine territory. The whole people carry out the education and training of maritime awareness such as the concept of marine economy, the concept of rights and interests of the oceans and the marine territory. In addition, more importantly, relevant departments should set an early stage of China’s marine development strategy.
