军官转业费制度是指现役军官退出现役转业到地方时,其待遇项目设置、待遇水平确定、待遇范围界定、待遇保障分工等的制度规定的统称。是军队退役费制度的主体和军队人员生活福利待遇制度法规体系的重要组成部分。按照现行制度规定,军官转业费包括军官的安家补助费、生活补助费、自主择业补助费以及转业差旅费,这些不同的项目名称,分别对应着军官退役时的不同需求待遇,体现了党和国家对退役军官的关怀和厚爱,是党和国家对广大军官在职期间付出劳动的部分补偿,也是对他们退出现役继续工作、生活给予的慰问与保障。
