改革开放的前十几年,我们为了吸引外资,给了外商许多优惠政策,如土地低价转让政策、税收减免政策、享受进出口权的政策以及许多产业逐步降低门槛和敞开大门的政策等。相反,我们对中国的民营企业在一个较长的时期内事实上是采取歧视的政策,这种歧视直到现在还在许多方面继续存在着。近两年,考虑到给予外商的优惠政策太多,使中国的企业处于不平等竞争的地位,因而提出对外商要实行“国民待遇”。反过来,我们对中国的民营企业不但鲜有优惠,某些主管部门或某些地区反而实行某些歧视性政策,甚至设置门槛。对中国的民营企业,也应该实行“国民待遇”。
During the first decade of reform and opening up, we have given foreigners many preferential policies to attract foreign investment, such as low-price land transfer policies, tax reduction and exemption policies, and the right to import and export, as well as policies to gradually lower the threshold and open the door to many industries. On the contrary, we have actually adopted a discriminatory policy against private enterprises in China for a relatively long period of time. Such discrimination has continued to exist in many aspects until now. In the past two years, considering that too many preferential policies for foreign investors have caused Chinese companies to be in an unequal competition, foreign businesses are required to implement “national treatment”. In turn, we have not only little preferential treatment for private enterprises in China, but some certain authorities or certain regions have implemented some discriminatory policies and even set a threshold. For Chinese private enterprises, they should also implement “national treatment.”
