城乡规划与土地产权二者密不可分,城乡规划得以进一步统筹和发展,其主要通过土地资源的合理调配所实现的,也是实现土地产权的调控和安排方式,而土地产权又是城乡规划管理和控制的基础,二者联系紧密,相辅相成。长期以来,由于城乡土地产权不明确和产权制度的约束等方面的影响,导致城乡土地资源配置效率较低、农民权益得不到保障等问题比较突出。
