在一种落后的技术基础上不可能有真正意义上的管理机制和管理制度创新。同样,每一次技术的革命性进步也必然要面对旧的管理体制的强大阻碍。中国的市场经济体制正在建立之中,同时面临着信息技术革命的强大挑战,社会变革与技术变革交织在一起的冲突与矛盾远比成熟市场经济环境下的技术革命更复杂。 电信业一直是国家经营管理的关键产业,也是信息技术应用最密集的行业之一,同时也面临着世界范围内电信市场开放的竞争压力。中国电信面临着新的挑战,采用信息技术增强市场竞争力成为电信管理部门的共识,但这种进步又绝非一蹴而就。 日前,记者走访了北京电信局网管中心主任朱奇先生。通过交流,记者对技术与管理的冲突与融合有了更深的感触。

Through exchanges, reporters have a deeper feeling of conflict and integration of technology and management.
