2009年2月,国务院颁布了第551号令《废弃电器电子产品回收处理管理条例》。该条例明确规定2011年1月1日正式建立废弃电器电子产品处理基金,用于废弃电器电子产品回收处理费用的补贴。发达国家在本世纪初,就开始按照生产者延伸责任制的基本原则,设立了废弃电器电子产品处理基金。中国将成为最早设立该基金的发展中国家。为此,深入研究该基金特点、征收水平、补贴对象及水平、管理体制及监督评价体系,对于该基金的顺利推进有着十分重要的作用。本封面文章栏目是《中国废弃电器电子产品处理基金》课题总报告的摘要。参与总报告讨论的有李新民、钟斌、邱江涛、魏岩同志,在此表示感谢!
February 2009, the State Council promulgated Decree No. 551 “Waste Electrical and Electronic Products Recycling Management Regulations.” The Ordinance clearly stipulates January 1, 2011 formally established waste electrical and electronic product processing funds for the disposal of waste electrical and electronic products recycling subsidies. At the beginning of this century, the developed countries started to set up the disposal fund for waste electrical and electronic products according to the basic principle that the producer extended their responsibility system. China will become the first developing country to set up the fund.
