我们洛阳炼油厂是1984年底建成投产,现仍处在边生产、边基建阶段的新企业,生产一线党员人数较少,直接影响了基层党组织的战斗力和党员先锋模范作用的发挥。尽管厂党委从1986年开始就意识到这个问题,坚持把发展重点放在生产一线,但目前党员分布不合理的问题仍比较突出。概括起来是“两少一多”。一是生产一线单位党员数量少。全厂7500名职工中共有党员1460名,而一线党员只有478名。二是生产班组的党员少。全厂288个生产班组中共有职工3586名,其中党员只有222名,仅占6.2%。三是无党员班组多。目前全厂仍有165个生产班组没有党员,占一线班组的57.3%。其中有72个属于
