所谓“秀建道路”,是在“文化大革命”期间,原黔阳地区(现怀化地区)一些造反派组织,将省、地、县委工作组1962年在黔阳县硖洲公社秀建、稔禾溪两个大队搞改进经营管理试点,实行产量责任制,诬陷为复辟资本主义而形成的一个专用名词,并为当时的革命委员会所认可。他们认为,建立严格的产量责任制,就是刮“单干风”,
