“丛林”最大的特点,就是规则的缺失,这既赋予了“狼群”极大的红利空间,也同样造成了极大的风险——没有任何一头狼是绝对安全的。乐观地看,这种不安全感,或许正是推动规则完善的最大压力与动力。只是,如何将这种压力与动力转换出来呢?这正是下一轮改革的重点与难点所在。过去一年多来,中央政府着力于简政放权,大力削减行政审批,强调企业法无禁止即可为,政府法无授权不可为,推行企业投资和政府行政的负面清单,从政商关系角度看,就是为了划定清晰的政商边界,进而塑造新型的政商关系。
