农业技术推广工作规范化,是推广工作科学化、制度化的必然要求,是推广管理工作的一个重要问题。推广工作的规范化,是指农技推广全部工作程序必须有一个统一的规范标准和要求,使推广工作者和农业技术使用单位有一个明确的统一的遵循原则,以取得最佳推广效果。现在不少推广项目,工作欠扎实,效果不显著,考核无标准,奖励难掌握。其主要问题是缺乏一个统一的规范和具体的评价和标准。因此,研究制定一套评价指标体系,明确其评价内容、标准和方法,很有必要。一、目前农技推广工作中存在的问题一是推广计划不严密,计划程序不规范,计划内容不具体。不少农技推广项目事前无论证,计划由少数人随意制定。列入“计划”的推广项目,既无总体设计方案,又无具体实施内容,推广工作存在着极大的随意性和盲目性。二是在推广计划的实施中,有些项目的工作欠扎实。突出地表现在跨地(市)、跨县区的大型推广项目上,牵头单位只开一个会或发一个项目推广表,承担单位按照上级文件或会议精神,召集有关单位简单布置一下,中间既不抓宣传培训,也不做具体工作,年终把各点情况一汇总,写一简单总结
