根据《国务院办公厅转发人力资源社会保障部等部门关于促进以创业带动就业工作指导意见的通知》(国办发〔2008〕111号)精神、人力资源社会保障部《关于推动建立以创业带动就业的创业型城市的通知》(人社部发〔2008〕87号)要求,今年以来,82个首批国家级创建创业型城市积极筹划,实施目标清晰具体,通过加大政策扶持力度,优化创业市场环境,搭建全民创业平台,以期在全国形成以创业带动就业的工作新格局。
