积极推进经济增长方式的转变,把提高经济效益作为经济工作的中心,这是中共十四届五中全会审议通过的《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》中,为今后15年的经济和社会发展制定的重要方针,也是我国经济面临的一个战略性转变.其旨在依靠经济体制的改革,形成有利于节约资源、降低能耗、增加效益的企业经营机制,有利于自主创新的技术进步机制,有利于市场公平竞争和资源优化配置的经济运行机制.
Actively promote the transformation of economic growth mode and regard raising economic efficiency as the center of economic work. This is the “CCP Central Committee’s Ninth Five-Year Plan for Developing National Economic and Social Development and the 2010 Long-term Vision, which was reviewed and adopted by the Fifth Plenary Session of the 14th CPC Central Committee. In the ”Suggestions", the important guidelines for the economic and social development in the next 15 years are also a strategic change for our country’s economy. It aims to rely on the reform of the economic system to form a favorable environment for saving resources, reducing energy consumption, and increasing profits. The enterprise management mechanism is conducive to independent technological advancement mechanism, is conducive to fair competition in the market and the optimal allocation of resources in the economic operating mechanism.
