生态文明建设要求政府具有运用多种手段治理生态的职能和责任,是我国实现可持续发展的必由之路。运用战略的视角从理论贡献与实践上对贵阳市政府的生态文明建设政策和贵阳市近八年的生态文明建设成就进行阐述,分析贵阳市生态文明建设中政府在履行政府管理职能理念、政府管理职能的水平和政府管理职能的行为上存在的问题,提出大力弘扬生态文明理念、全面发挥政府主导作用,完善政府相关体制机制和优化政府生态治理模式等建议。
The construction of ecological civilization requires that the government have the functions and responsibilities of using various means to govern the ecology and it is the only way for our country to achieve sustainable development. From the perspective of strategy, this paper expounds the policy of ecological civilization construction of Guiyang municipal government and the achievements of ecological civilization construction in Guiyang during the past eight years from the theoretical contribution and practice, analyzes the concept of government management in Guiyang’s ecological civilization construction, government management Functions and level of government management functions of the behavior of the existing problems, put forward to vigorously carry forward the concept of ecological civilization, give full play to the leading role of government, improve government-related institutional mechanisms and optimize the government’s ecological governance model and other recommendations.
