统筹城乡发展、推进城乡一体化是坚持以人为本、促进人的全面发展的必然要求。改革开放以来,我国城乡居民的收入水平明显提高,生活质量显著改善,各种权益也越来越有保障。但从总体上看,与城镇居民相比,农民收入增长不快、生活质量提高不多、合法权益保障不力的问题仍十分突出。从根本上说,这既是城乡差别发展战略及城乡二元结构造成的,也是市场机制按效率原则配置资源而同时政府职能转变不到位造成的。统筹城乡发展、推进城乡一体化,就是要打破城乡二元结构,赋予农民公平的待遇、完整的财产权利和平等的发展机会,建立城乡平等的经济社会新体制,促进城市的基础设施向农村延伸、城市的公共服务向农村覆盖、城市的现代文明向农村辐射,让所有农民共享工业化、城镇化和现代化带来的利益。因此,树立和落实科学发展观,必须把统筹城乡发展作为坚持以人为本、促进人的全面发展的重大战略和根本途径,以城乡一体化水平的不断提高来促进所有社会成员全面发展。

To coordinate urban and rural development and promote the integration of urban and rural areas means to break the dual structure of urban and rural areas, give peasants equal treatment, complete property rights and equal opportunity for development, establish a new economic and social system of equality between urban and rural areas, promote urban infrastructure to rural areas, Public services in cities are covered by rural areas and urban modern civilization is radiating to rural areas, enabling all peasants to share the benefits of industrialization, urbanization and modernization. Therefore, in order to establish and implement the scientific concept of development, we must take overall planning for urban and rural development as a major strategic and fundamental way of adhering to the people-centered principle to promote people’s all-round development and promote the all-round development of all social members with the continuous improvement of urban and rural integration.
