历时十年之久的中国经济体制改革,就调整和重塑经济运行机制而论,我们始终没有把眼光离开企业,具体地说,我们一直在探求各种建立在公有制基础上并适应商品经济的财产关系的企业体制形式。但是,几年来的实践表明,业已付诸实行的承包制、租赁制、股份制以及资产经营责任制等均有利有弊。这要求我们应当对企业体制改革的诸种形式作出符合实际的评价,并对其前景作出置信度较高的预期。 (一) 作为我国经济体制微观基础的企业体制,长期以来被所有权与经营权合而为一以及产权虚置的格局困扰着,为了消除这种使企业四肢难以舒张的状况,改革中首先选择了承包制和租赁制。
