1、防汛工作方针:安全第一、常备不懈、以防为主、全力抢险。 2、防洪工作原则:实行全面规划、统筹兼顾、预防为主、综合治理,局部利益服从全局利益。 3、汛期:指洪水经常出现的时段,我省汛期为5月1日至9月30日。 4、防汛责任制:指以行政首长负责制为核心的各项防汛责任制,含分级管理责任制、分部门责任制、岗位责任制等。 5、行政首长负责制:各省(自治区、直辖市)、地(州、市)、县(特区、区)的省长、市长、专员、县长对所辖区的防汛工作负总责。 6、各级地方人民政府行政首长防汛工作主要职责: (1)负责组织制订本地区有关防洪的法规、政策。 (2)根据流域总体规划,动员全社会力量,广泛筹集资金,加快本地区防洪工程建设,不断提高抗御洪水能力,负责督促本地区重大清障项目的完成。
