[目的]借鉴业务流程管理的思想,按照三级预防的理念,理清乙型肝炎预防控制工作的业务流程,明确政府各相关部门在流程的各个环节中应该承担的职责。[方法]采用文献查阅,专家访谈,专题调查等。[结果]乙肝防制工作归纳为9项任务,并细化到三级预防的各个层面。按照系统管理理论,明确了每项工作的流程和职责。[结论]乙肝防制是一项系统工程,需要多部门协作,统筹管理。
[Objective] To draw lessons from the idea of business process management and sort out the business process of hepatitis B prevention and control work according to the concept of tertiary prevention, and to clarify the responsibilities of all relevant government departments in all aspects of the process. [Methods] The literature review, expert interviews, special investigations and so on. [Results] The prevention and control of hepatitis B was summarized into 9 tasks, which were refined to all levels of tertiary prevention. According to the theory of system management, the process and responsibilities of each job are clearly defined. [Conclusion] The prevention and control of hepatitis B is a systematic project that requires multi-sectoral collaboration and overall management.
