In the two decades since the reform and opening up, the establishment and development of the socialist market economic system has undergone major and profound changes in the entire economic and social fields. At the turn of the century, as secretary personnel of party and government organs, it is necessary to study new situations and solve new problems and shoulder the task of investigating and researching as the most basic task in carrying out and accomplishing the grand goal of the new century. How to do a good job of investigation and research in the new situation and better serve the leadership of the scientific decision-making staff, this paper tries to make some preliminary exploration of this, and engaged in secretarial work
