我省是一个农业地区,堤坝关系极大,只因长期处在国民党反动统治底下,贪污横行遇事敲诈,堤坝失修,工程废弛,一到雨季,竟成泽国,雨季一过,旱灾随来,农村因之破产,群众苦不堪言。现在人民革命战争将迅速在全国完全胜利,我省解放业已数月,土匪恶霸已遭严重打击,秩序已获得初步安定。人祸已除,当集中全力与天灾门争。争取时间,利用冬季,广泛号召与动员群众兴修水利,筑坝修堤,实为当前各级人民政府的一个重大迫切的政治任务,今年遭受水灾严重的地区,尤为迫切重要,因为这是决定明年农业生产的重要关健,亦是转入经济建设的必要步骤。为此特指命如下:一、首先要了解江西农业与筑坝修堤是分不开的,原来各村乡差不多均有一套旧办法,旧组织,甚至还有固定的修堤筑坝水利基金,但都掌握在恶霸地主之手,变成剥削农民群众的工具,由于人民革命的胜利,恶霸地主当权派被打击,旧的一套也随着解体。对于利用冬季兴修水利、筑坝修堤事业便成了无人领导的状态,这就是目前广大群众最关心
