在不久前召开的中央经济工作会议上,明确指出今年经济体制改革的重点是深化国有企业的改革.国有企业能否在新的历史条件下增强活力,形成新的优势,将直接影响国民经济的全局和社会主义制度的巩固.作为设备管理工作者,对此也承担着一份历史责任,必须发扬艰苦奋斗,求真务实的精神,极积努力地做好自己的工作,保证国有企业改革的成功.面对经济工作体制深化改革的重任,我们认为,全国设备管理工作者首先要从理论和实践的结合上,深入探讨社会主义市场经济条件下现代企业制度中设备管理的规律,研究在企业转换经营机制、调整结构中如何深入贯彻《设备管理条例》,提高管理水平,加强和发展设备管理工作.这就需要广泛学习、吸收发达国家的先进经验,但又不脱离我国实际;需要在管理思想、管理方法、管理制度上进行必要的调整、改革,但又要坚持过去行之有效的规章制度和做法,不能视为“传统管理”而予以排斥.关键是要保证设备完好有效、保值增值,发展生产力,提高经济效益和社会效益.
