在水电工程建没中普遍存在工程造价失控的现象,造成这一现象的各环节问题有:建设单位缺少足够的投资风险约束,设计方案没有有效地精选分析、标底和成本估价不准,对投资决策分析、优化设计方案、优选施工企业监理很少参与,工程造价管理程序不能规范化、法制化等。因此加强工程造价控制的措施有:严格审查施工组织设计,严格控制工程变更,加强施工经济责任制和质量的管理等。在项目建设的各个阶段,建立投资控制意识。
In the construction of hydropower projects, there is a common phenomenon that the cost of construction projects is out of control. Problems caused by this phenomenon are as follows: construction units lack sufficient investment risk constraints, design plans are not effectively selected, bids and costs are not evaluated, Investment decision-making analysis, optimization design program, the preferred construction enterprise supervision is rarely involved, project cost management procedures can not be standardized, legalized and so on. Therefore, measures to strengthen project cost control include: rigorously reviewing the design of construction organizations, strictly controlling engineering changes, and strengthening the construction of economic responsibility system and quality management. In all stages of project construction, establish awareness of investment control.
