在建立国资经营预算方面,最核心的是国企收益上缴。国资委办公厅的官员向《上海国资》记者表示,2003年国资委成立,国有企业出资人到位后,国有企业经营状况明显好转,这为国企收益上缴提供了现实的可行性。
In the establishment of state-owned operating budget, the core is the return of state-owned enterprises. SASAC officials told Shanghai State-owned reporters that after the establishment of the SASAC in 2003, the state-owned enterprises’ operating conditions have obviously improved.
