浙江省丽水市环保局贯彻落实《关于做好全面推行“双随机”抽查监管工作的通知》文件精神,全面落实环境执法“双随机”抽查监管工作,打破了以往“定点、定时、定人、定企业”的旧有模式,进一步增强了辖区企业环保守法、履行环保主体责任意识。同时,进一步规范了执法人员现场日常监管行为,防止产生渎职、失职及廉政等职业风险,破解了属地监管人员因熟悉辖区市场主体而进行“人情监管”的问题。2016年以来,全市11个环境监管执法部门全部建立“双随机”制度,前三季度共
