1993年8月14日,在中国的人事行政管理体制史上,注定要写上浓彩重墨的一笔。这一天,国务院总理签署了《国家公务员暂行条倒》,标志中国国家公务员制度正式登上历史舞台。 就中国传统的人事行政管理体制而言,可谓沉疴重重,如干部队伍笼统庞杂、管理权限过于集中、管理方式陈旧单一、论资排辈、能上不能下、缺乏有效的监督机制和新陈代谢机制等等,所有这些,无疑严重地制约了中国的现代化建设进程。建立和推行国家公务员制度,正是以革除沉疴为己任,以建立民主、科学、法制的现代化人事行政管理体制、塑造一支“优化、精干、高效、廉洁”的公务员队伍为目标。 那么,让我们掀开10年的历史尘封,在纪念这场历史性改革的同时,去透视建立和推行中国国家公务员制度前前后后的轨迹,从那庄严的变革中去感悟历史的呼唤吧!
