Promote the establishment of a standardized system of board of directors, the State Council SASAC was established more than 10 years the largest reform initiatives. In 2003, shortly after SASAC was put on the board, a leading group for the pilot work of the State-owned Assets Supervision and Administration Commission of the State Council was set up and a pilot office for the board of directors was set up. Some of the enterprises were selected to conduct pilot projects to improve the board of directors for wholly state-owned companies. In June 2004, the State-owned Assets Supervision and Administration Commission of the State Council issued the Circular on the Central Enterprises Establishing and Perfecting the Pilot Work of the Board of Directors of State-owned Enterprises
