陕西武功县大庄乡改革村干部报酬制度,尝试了一套行之有效的计酬办法,为加强村级组织建设注入了新的活力。低谷回音大庄乡南傍渭水,北依陇海铁路,地平水浅,交通方便,劳力富足,条件优越。全乡共有17个行政村,自农村改革以来,村干部报酬这个“老大难”问题,一直没有得到很好解决。——“集体经济‘空壳’,干部报酬‘断炊’”。家庭联产承包打破了“大锅饭”,村干部拿中上劳工分的“饭碗”也随之被敲碎。集体经济富实的6个村,干部的“大锅饭”照吃不误;集体经济薄弱的11个村,干部报酬“停火断炊”。——“掌柜太多,村民受不了。”村子不论大小,党支部、村委会、民兵、妇联、共青团、治保会、调解组,一揽子干部吃补贴。农民负担重,怨气大,抵阻逆反情绪强烈。
