我国著名行政体制改革专家、国家行政学院教授、中国行政体制改革研究会副会长汪玉凯对实行官邸制度很早就有研究,在党的十八届三中全会召开之前,他的研究团队就对实行中国的官邸制进行了深入的调研。目前已经成文的研究报告提交给中央有关部门并将正式发布。本刊编辑部第一时间采访了汪玉凯教授,就三中全会提出“探索实行官邸制”的背景和相关问题进行了访谈。
