The problem of population aging in our country has become increasingly prominent. According to statistics, there are currently nearly 1 million elderly over 60 in Fuzhou, accounting for about 14% of the total population. It is estimated that by 2020, 1.3 million people will be aged 60 or above in the city, accounting for 15.8% of the total population of the city, and the population aging is accelerating upward. Correspondingly, Fuzhou pension institutions are far below the market demand. According to statistics, by the end of 2014, Fuzhou has 158 types of pension institutions of various levels (including 59 for preparation), including 103 public welfare institutions (welfare institutions, welfare centers, nursing home,
