一、“意见”是一个使用频率很高的文种“意见”是国家行政机关、党的机关18种正式文种中唯一可以多向行文的文种。意见在指导和管理国家事务、促进各项事业发展中发挥着重要的作用。笔者近日查阅了国务院网站披露的国务院公报信息,从2005年7月至2010年9月间,国务院直接下发意见53份,国务院办公厅直接下发意见38份,平均每年下发意见18.2份;国务院批转国务院有关部门的意见6份,国务院办公厅转发国务院有关部门的意见97份,平均每年转发
First, “opinion ” is a frequently used language “opinion ” is the only one of the 18 official languages of the state administrative organ and party organ that can be used as a multi-directional language. Opinions play an important role in guiding and managing state affairs and promoting the development of various undertakings. The author recently consulted with the State Council Bulletin released on the website of the State Council. From July 2005 to September 2010, the State Council issued 53 opinions directly, and the State Council General Office issued 38 opinions directly, giving an average of 18.2 opinions each year.
