政府虽然在人才开发中居于主体地位,但人才是一种特殊的客体,人才开发有其自身的规律性。政府对人才的特征应有清楚的认识;政府要走出人才开发的种种误区;政府开发人才应从社会需要的实际出发;政府开发人才应承认和遵循联系的条件性,而不能不顾及社会条件,随心所欲;政府开发人才应考虑到人才的时效性特征,注重黄金年龄人才开发;政府应按市场经济规律来运作人才开发。
