The core concept of a modern research university - that is, the close combination of teaching and scientific research can promote and develop together - this was proposed by the German scientist William von Humboldt in the early nineteenth century. It is somewhat ironic that Germany, the main body of basic research in Germany, the Max Planck Society, did the opposite of Humboldt's ideal. Celebrating its 75th birthday, the Max Planck Institute for Independent Research Network, with its huge public funding and almost total autonomy in science and management, has envied scientists all over the world. This is unmatched by scientific research institutions in other countries
