第一条为适应国家基本建设的需要,逐步做到有计划、有组织地调配劳动力,进而达到劳动力的合理使用,以保证国家基本建设任务的完成,特制订本办法。第二条凡国营、地方国营、公私合营建筑企业及厂矿、机关、部队、学校、团体等自行施工单位(以下简称各建筑单位)的建筑工人调配工作,均由工程所在地劳动行政部门统一管理。对私营营造厂、建筑业手工作坊及一般修缮单位,应根据需要酌量调配一定劳动力,并分别情况予以适当管理。第三条凡基本建设任务较多的城市,应在当地财委领导下由劳动行政部门、建筑工程局、建筑工会、主要建筑单位及其它有关部门共同组织基本建设工程劳动力平衡委员会,根据工程性质,分别轻重缓急,决定劳动力平衡调配计划,交由劳动行政部门负责执行。基本建设任务较大的省,必要时亦可参照此原则办理。
