一朝鲜问题的根源在那里?世界大战临近结束以前,美国本来要派史迪威将军担任朝鲜占住军的统帅,后来因为中国方面反对,就没有实现。中国就根本不赞成史迪威在亚洲方面担任什么职务,于是美国便从琉球战场调来了霍奇将军。霍奇不只是对于政治毫无所知,对于朝鲜更是门外汉,他们这一伙人却跑来教导朝鲜人民学习民主第一课。在中国,去掉了史迪威,来了魏德迈。在朝鲜,丢掉了史迪威,兜了一个圈子,也来了魏德迈。七月十一日,白宫宣布魏德迈特前往中韩两国,考察一般情形。在这位将军的笔下,有六位顾问,分掌政治、经济、财政、工程事宜。关于韩国的部份,据传调查目的如次:『一,分析美苏谈判组织朝鲜临时政府之僵局情形,以决定美国是否将在朝鲜南部单独行动,如马歇尔国务卿前在莫斯科外长会议时所已提出者。二,提供关于朝鲜军政府能否交国务部接管,代以民政管理之意见,二亿美元之特别援助朝鲜计划现尚在研究中,似将暂时加以搁置。』这是合众社记者的揣测(七月十一日华盛顿电)
Before the end of World War, the United States would have sent General Stilwell as commander-in-chief of the North Korean military and later did not realize it because of opposition from China. China simply did not agree with what Stilwell held in Asia. So the United States transferred General Hodge from the Ryukyu Battlefield. Hodge is not only ignorant of politics but is more of an outsider to North Korea, and their group came to teach the Korean people the first lesson of democracy. In China, Stilwell was removed and Wedemeyer arrived. In North Korea, lost Stilwell, pocket a circle, also came Wedemeyer. On July 11, the White House announced Wedemert’s visit to China and South Korea to examine the general situation. Under the general’s pen, there are six consultants who share political, economic, financial and engineering matters. Regarding the part of South Korea, the purpose of the investigation is said to be as follows: "First, we analyze the impasse in North Korea’s interim government by the U.S.-Soviet negotiations to determine whether the United States will act independently in southern South Korea, such as the one held by Secretary of State Marshall at the Moscow Foreign Ministers’ Meeting Presented. Second, to provide advice on whether the North Korean military government can be handed over to the Ministry of State Affairs and take the administration of civil affairs on behalf of the DPRK. The special assistance program of 200 million U.S. dollars for North Korea is still under study and seems to be temporarily shelved.
