去年12月16日,北京市人民检察院召开全院干警大会,在庄严的气氛中,49名新任处长、副处长和主管检察长在红彤彤的《领导干部任期目标责任书》上签字承诺:在任期内保证各项工作达标。纵观以往的干部管理,虽然在许多方面进行了不同程度的改革,但对干部任期的探讨还相对不够深入。由于没有明确的任期制,使干部工作在任期上容易出现两种情况:一种是,由于没有严格的任期,在干部调动上存在着随意性。有的人甚至椅子还没“焐”热,或刚进入角色就改任它职,这不利于对干部的考核与能力的认定。另一种是对干部任期没有限制,造成一些干部在同一个岗位上当“太平官”。针对这种情况,市检察院党组认为,健全干部管理机制必须建立任期制,形成有效激励和组织保证体系。根据有关文件精神,院党组明确提出
