难民问题一直是一个世界性问题。虽然和平和发展是现代社会的主题,但局部矛盾不断,导致难民数量众多、难民的权利未能得到有效保护、难民给国际社会带来多方面影响。由于难民解决方案中所含有的政治性以及移民政策的飘忽不定,使得难民法的保护效果大打折扣。聚焦于难民问题的研究日益增长,由学者、国际组织和非政府组织等等所创作各式文献足以证明这个领域正发生着日新月异的变化。而现阶段难民监管存在大量问题,难民的权利保护需要国际社会一同协作。
The issue of refugees has always been a worldwide issue. Although peace and development are the main themes of modern society, the constant regional conflicts have led to a large number of refugees and the refugee rights have not been effectively protected. The refugees have various impacts on the international community. Due to the political nature of refugee settlement programs and the erratic immigration policies, the protection of refugee law is greatly diminished. Research focusing on refugees has been growing. Various documents written by academics, international organizations and non-governmental organizations are enough to prove that the field is changing rapidly. At present, there are a large number of problems with the supervision of refugees and the protection of the rights of refugees requires the cooperation of the international community.
